System to block / ignore a user. All content should be hidden. Post content, profile posts, not in search results, etc.
Option to make it permanent which would remove the ability to unblock the user.
If not permanent, the user content should be hidden behind a warning with a JS toggle to view.
Staff should be able to force an "ignore" on users. Permission gated.
